These papers were taken from me very

soon after their arrival last May.

The delay

in dealing with them is partly explained by Mr.

Creasy's note opposite, and partly by great

pressure of work during the leave season.

Please see Mr. Shaw's minute opposite,

with which I agree generally, and my pencil notes

on the draft Order in Council. An entirely fresh

draft will be required, and I should like to see

it.
